151.02 FIRE DIVISION EMS MEDICAL DIRECTOR.
   (a)   There is hereby established a Medical Director of the Emergency Medical Services Bureau of the Division of Fire, referred to hereafter as the Medical Director. The function of the Medical Director is to provide the Fire Division with Emergency Medical Service supervision in regards to the health and emergency care of the residents of the City, and to chair the Emergency Medical Advisory Board.
 
   (b)   The Medical Director shall be appointed by the Mayor, subject to the confirmation of Council, to a three-year term. The Physician shall be a board-licensed Emergency Physician in the State of Ohio with an interest in providing quality emergency pre-hospital medical care to the residents of the City.
 
   (c)   The Medical Director shall be responsible for guiding, directing, and advising the Emergency Medical Service providers of the Fire Division with regard to EMS medical protocols, continuing education, and quality assurance monitoring. The Medical Director shall be authorized to ride aboard Fire Division apparatus for the purpose of observing and/or directing personnel in their EMS activities.
 
   (d)   The Medical Director shall provide medical guidance in the management of the Emergency Medical Services and shall be responsible for the re-certification of the Fire Division's Emergency Medical Technician - Paramedics. The Medical Director shall be responsible for authorizing and signing the Paramedic Protocols and State Pharmacy License for the Division of Fire.
 
   (e)   The Medical Director shall be readily available for consultation and to provide professional advice on an as-needed basis. This may be accomplished by referral to another qualified physician. The Medical Director shall answer pertinent EMS medical complaints in a timely manner.
 
   (f)   The Medical Director may also serve as the Fire Division Physician, if qualified to do so.
