(a) There is hereby established a Fire Division Emergency Medical Advisory Board, referred to hereafter as the Board, the function of which is to provide the Fire Division with Emergency Medical Service supervision in regards to the health and emergency care of the residents of the City.
(b) The Board shall consist of a minimum of three members. The permanent membership of the Board shall consist of the EMS Medical Director of the Division of Fire, the EMS Coordinator of the Division of Fire, and the Chief of the Division of Fire. Additional members may be appointed by and shall serve at the pleasure of the Mayor. Members who are not physicians shall be persons who are qualified and active in areas directly related to the medical care of people.
(c) The Board shall be under the guidance of the EMS Medical Director of the Division of Fire. It shall establish its own rules of organization and procedure for the conduct of its business.
(d) The rules and regulations established by the Board shall be published in the Procedures Manual of the Division of Fire.
