(a) The Street Tree Advisory Committee is hereby created, recognized and supported as a functional committee for the purpose of discussing, reviewing and recommending policies, rules and programs to be carried on by the Department of Parks and Recreation of the City.
(b) The Street Tree Advisory Committee shall consist of the following persons: Not less than five members shall be interested persons appointed by the Director of Parks and Recreation Department, a representative from the Village of Marble Cliff council selected by that body, and the Urban Forestor of the Division of Forestry, Department of Natural Resources, if that person is willing and able to serve.
(c) The Street Tree Advisory Committee shall have the power to investigate, plan, and assist the Parks and Recreation Director in the execution of a plan to encourage and assist the residents of our community in planting and maintaining trees in the City easement along the streets and avenues of our City.
