145.02 DIRECTOR OF PARKS AND RECREATION.
   The Department of Parks and Recreation shall be administered by a Director of Parks and Recreation which office is hereby created. The Director shall be appointed by the Mayor and confirmed by Council and, except as now or hereafter otherwise expressly provided, the Director shall organize, direct, supervise and provide for the administration of such Department and for the operation, maintenance and equipment of all parks, playgrounds, playing fields, and all recreation facilities owned or operated by the City, and he shall make and enforce appropriate rules, regulations and policies for the operation of the Department and the use of all parks and recreation facilities, all of which shall be subject to the approval of the Mayor. He shall attend all regular Council meetings, and any other meetings if so requested by the Mayor, and make such reports as may be required by the Mayor or Council.
