145.01 ESTABLISHED.

There is hereby created and established in the City, a Department of Parks and Recreation, which Department shall supervise, control, operate, equip, staff and maintain all parks, playgrounds, playing fields, gymnasiums and recreation facilities owned or operated by the City.
