There is hereby created and established in the City a Department of Administration. Such Department shall consist of all employees not specifically assigned to the Division of Police, Division of Fire, the Service Department, and the Parks and Recreation Department including but not limited to employees of the Department of Building and Zoning, Department of Engineering and the Communication Division, including all Communications Officers and Radio Dispatchers. Titles may from time to time be modified; provided, however, that job duties associated with any positions required to be approved hereunder shall remain consistent with the position descriptions approved by the Civil Service Commission.
