All sewage and liquid wastes shall be disposed of in a public sanitary system or in a system which meets the applicable design standards of the Ohio Environmental Protection Agency or other appropriate agencies. Non-water-carried sewage disposal facilities are permitted only for mobile and temporary food establishments or as permitted by the Franklin County District Board of Health or in remote areas because of special situations.
