The City Engineer shall:
(a) Attend all regular and special meetings of Council and the Planning Commission, and, when requested to do so by Council or the Mayor (as Director of Public Service) attend other meetings involving the affairs of the City;
(b) Advise Council and the Mayor from time to time on the condition of all City property, including streets, curbs, alleys and sidewalks, and on the necessity for and status of all repairs, work and improvements;
(c) Prepare and submit to the Mayor and Council all necessary and proper plans, specifications, and estimates of cost of each improvement, repair job or construction job proposed by Council;
(d) To supervise and report on the progress of all repairs and improvements being done by or for the City;
(e) Prepare and furnish all plans and data for projects being considered by Council.
