(a) Definitions.
(1) "Civil emergency" means any natural or man made calamity, disaster, or condition including but not limited to flood, conflagration, cyclone, tornado, earthquake, explosion, or other environmental or condition existing within the corporate limits of the City which poses a threat to the health, safety, and welfare of the public and or the destruction of property, to such an extent that extraordinary measures must be taken in order to protect the same.
(b) Proclamation of Civil Emergency. When in the judgment of the Mayor a civil emergency as defined herein is deemed to exist, he shall forthwith proclaim in writing the existence of the same.
(c) Imposition of Curfew. After proclamation of a civil emergency by the Mayor, he may order a general curfew applicable to such geographical areas of the City or to the City as a whole, as he deems advisable and applicable during such hours of the day or night as he deems necessary in the interest of the public safety and welfare.
(d) Additional Regulations. After proclamation of a civil emergency, the Mayor may also in the interest of public safety and welfare make any of the following orders:
(1) Order the closing of a business or residence when occupancy of the same would present a clear and immediate danger to its occupants or invitees.
(2) Issue other such orders as are imminently necessary for the protection of life and property.
(3) Issue such orders as are necessary for the health, safety, and welfare of the public.
(e) Filing of Proclamation. A proclamation promulgated pursuant to this section shall be effective upon signature by the Mayor and filing with the office of the Clerk of Council and upon posting a copy of the same in the Municipal Building in the City of Grandview Heights and shall be effective for a period not to exceed thirty days or until repealed or amended prior thereto by the Mayor or by resolution adopted by a majority of Council.
