All buildings or structures which are structurally unsafe or not provided with adequate egress, or which constitute a fire hazard, or otherwise dangerous to human life and all uncompleted buildings are for the purpose of this Building Code, "unsafe buildings". All such unsafe buildings are declared to be a public nuisance and shall be abated by repair and rehabilitation or by demolition in accordance with the procedure in this chapter.
