Upon presentation of proper credentials, the Director of Building and Zoning or his duly authorized representative may enter at reasonable times any building, structure or premises in the City to perform any duty imposed on him by this Building Code. No person shall in any way obstruct, hinder, delay or otherwise interfere with the Director or his duly authorized representative in such an entrance.
