The Planning Commission shall consist of seven members, including the Mayor, one member of Council, and five electors of the City. The Council President shall designate the member of Council to serve, at the President's pleasure, during such member's term on Council. The Mayor and member of Council shall serve as non-voting members of the Planning Commission. The Mayor shall appoint the electors of the city with the concurrence of Council for staggered terms of three years each (or such shorter term as may be initially necessary to achieve staggered terms). The power and duties shall be as provided in the City Charter and as provided by ordinances and resolutions of Council.
