The datum or plane of reference in the City of Columbus, Ohio, namely, a plane of one hundred feet below the top of the base of the State House, in the City of Columbus, at the northeast corner thereof, shall be assumed and taken as the standard zero, or plane of reference, for all grades of streets, alleys, and public grounds, and other levels and grades taken in the Municipality; and that whenever the height of any level, grade, or point, shall be designated, the same shall be held and construed as referring to such standard plane of reference, unless some other standard is specifically referred to.
