Detailed plans and specifications for all improvements shall be submitted to the City Engineer and shall meet his approval before any construction shall proceed. Such plans shall be prepared by an engineer licensed in the State. The City shall maintain a competent inspector on the job when improvements are being constructed. The cost of the services of the City Engineer in review and approval of detailed plans and specifications and the cost of inspection shall be reimbursed to the City by the developer.
