Nothing herein shall apply to any church, school, or charitable association sponsoring or conducting paper or waste material drives and collections, so long as such collections are conducted in a manner that contains all collected materials. Further, nothing contained herein shall preclude the lawful removal of items left in the public right-of-way and clearly identified by the owner as being available for the taking.
