(a) The Director of Public Service is hereby authorized and directed to provide for the collection of trash and to make rules and regulations for the size of the receptacles, place or location of the receptacles, the time and place of collection and such other regulations, not inconsistent with the provisions of this chapter, as may facilitate the collection of garbage and refuse; the Director may establish rules and regulations as well as for disposal of materials other than trash and recycling. The Director shall further have authority to cause a discontinuance of service whenever it appears that a person, receiving trash and recycling collection service has violated any of the provisions of this chapter or has refused to obey the rules and regulations provided for in this section.
Such Rules and Regulations shall be made available to the public upon request, free of charge, at the Municipal and Service Department Buildings.

(b) The Director of Public Service shall provide a suitable place where all trash may be disposed of in accordance with sound health regulations, and may acquire such real property and personal property as is necessary for the disposal of trash, and do all things necessary for the proper disposal of trash for the benefit of the health and sanitation of the City.
