(a) The Director of Public Service is hereby authorized and directed to provide for the collection of garbage and refuse and to make rules and regulations for the size of the receptacles, place or location of the receptacles, the time and place of collection and such other regulations, not inconsistant with the provisions of this chapter, as may facilitate the collection of garbage and refuse; he may establish rules, regulations and rates for collection and disposal of materials other than garbage and refuse. He shall further have authority to cause a discontinuance of service whenever it appears that a person, firm or corporation receiving garbage and refuse collection service has violated any of the provisions of this chapter or has refused to obey the rules and regulations provided for in this section.
Such Rules and Regulations shall be made available to the public upon request, free of charge, at the Municipal and Service Department Buildings.

(b) The Director of Public Service shall provide a suitable place where all garbage and refuse may be disposed of in accordance with good health regulations, and he may acquire such real property and personal property as is necessary for the disposal of garbage and refuse, and do all things necessary for the proper disposal of garbage and refuse for the benefit of the health and sanitation of the City.
