955.04 CHARGES.

(a) No charge shall be made against a residential unit for collection of garbage or refuse.

(b) The Director of Public Service shall have the power to regulate and control the times and numbers of collections from commercial, retail and professional places of business and shall prescribe for such places a reasonable rate therefore in accordance with the services demanded and performed.
