(a) A surcharge shall be added to the sewer rate, to be applied to all users of sanitary sewer service within the City of Grandview Heights, Ohio, including any future extension of said City, at the rate of twelve percent (12%) of the total sanitary sewer user fee billed, as such consumption is determined by the City of Columbus in the computation of its sewer rental charge. Such surcharge shall apply to all bills rendered for the billing period beginning on and after July 1, 2004.
(b) A surcharge be added to the water rate, to be applied to all users of water service within the City of Grandview Heights, Ohio, including any future extension of said City, at the rate of twelve percent (12%) of the total water user fee billed, as such consumption is determined by the City of Columbus in the computation of its water usage charge such surcharge shall apply to all bills rendered for the billing period beginning on and after July 1, 2004.
(c) All revenue derived from said sanitary sewer and water surcharge shall be credited to the Sewer Improvement Fund, which was established by Ordinance 4-67. Said Fund is to be used for the payment of the cost of management, operation, maintenance and replacement of the sewerage system within this City. Any balance is such Fund may also be used for the enlargement of said system, for construction and reconstruction of main and interceptor storm sewers and for the payment of interest on any debt incurred for the construction thereof.
