(a) No person who is not a duly authorized employee of the City or who does not have in his possession a permit or license issued by the Director of Public Service, for the opening, closing, adjusting, regulating, operating or making any connections thereto or interfering with any connection thereon shall cause any valve, stopcock or regulator to be opened or closed or interfere with any connection to any main or pipe used or intended to be used for the transmission or distribution of water within the City.
(b) The Director of Public Service is hereby authorized to provide for permits or license for the opening or closing of valves, regulators, stopcocks or any connection controlling the flow or distribution of water within the City.
(c) The permit authorized by this section shall include, but not be limited to issuance of the same for the failure to pay any charge or rate made for the use or connection of the water transmitted.

(d) For the purpose of covering the cost of administration of this section and inspections the Director of Public Service may charge a reasonable fee for the issuance of a permit.
