931.01 TAMPERING; UNAUTHORIZED USE.
   (a)   No person shall damage, obstruct, cover, conceal or commit any act which impedes the access to or operation of, any manhole, valve, valve box, stopcock, or any other part of the public water or sewer systems.
 
   (b)   No person shall put any material into the public sewer systems by any means or through any access thereto which obstructs in any way the flow of sewage.
 
   (c)   No person, other than authorized employees and representatives of the City, shall remove any cover or lid from any catch basin or manhole.
 
   (d)   No person shall cause storm water or water from any pond, stream or swimming pool, to enter the sanitary sewer system without first having obtained the authorization of the Mayor or his duly authorized representative.
 
   (e)   Proof that a manhole, valve, valve box or stopcock has been covered by earth or soil as the result of grading or filling of the earth or soil on any privately owned property, shall be prima facie evidence of a violation of this section by the owner of such property, or, if the use of such property is not under the direct control of the owner, then by the person who has direct control of the use of such property.

   (f)   No person shall disturb or change any water meter or use any water provided by the City before having obtained and installed a water meter.
