(a) Whenever an application for the issuance of any building permit is requested, whether original or for alteration or modification of any building that requires a driveway and/or a parking area for vehicles, it shall not be issued unless such plans accompanying the application provide for a hard surface of asphalt, asphaltic concrete, macadam, macadam composition, or brick on all driveways and/or parking areas in connection therewith.
(b) The party issuing such permit may authorize the use of any newly filled area for a period not to exceed one year before such hard surface must be installed.
