(a) All driveways, public or private, abutting upon and with ingress and egress to a public street, except an alley, shall be constructed of cement to a minimum of six inches, beginning at the curb line of the street extending to the edge of the sidewalk closest to the property line. If there is no sidewalk, the driveway shall extend at least twelve feet in length from the curb line of the street and shall be constructed of an impervious material (i.e. macadam, asphalt, asphaltic concrete, paving brick) to a minimum of six inches. The remaining portion of a driveway shall be constructed of an impervious material or a pervious material such as marble chips or gravel, to a minimum depth of four inches. If constructed of a pervious material, a border made of material sufficient to clearly define the driveway from any adjacent lawn areas shall exist at all times. Such border shall also prevent the spread of construction materials to adjacent lawn areas and vice versa. The border material shall be subject to the approval of the Director of Building and Zoning. Any driveway not constructed of an impervious or pervious material pursuant to these requirements is a nuisance and must conform by October 1, 1995. Driveways defined by this section between the street to the rear building line per property shall not exceed a width of ten feet. Curb cuts for such driveways shall be a minimum of twelve feet wide, not to exceed sixteen feet. These size requirements shall not be applied retroactively to existing driveways constructed of an impervious or pervious material.

(c) Adjacent street surfaces and sidewalks shall be kept free of driveway construction material and other debris.
