(a) The Director of Public Service is hereby authorized to grant permits for the installation of riser within the traveled portion of such street at the point of ingress or egress thereto with a private driveway.
(b) The Director of Public Service is hereby authorized to establish such rules and regulations, as to standards and specifications as necessary for the proper installation of such risers.
