913.02 MINIMUM STANDARDS.
   The Director of Building and Zoning and Engineer shall promulgate and file with the Clerk of Council proposed rules and regulations for minimum standards of sidewalks and shall include therein such plans, specifications, dimensions, widths and other specifications deemed necessary for minimum standards to be maintained for sidewalks and for construction, repair, or removal thereof. After publication of notice and hearing at a scheduled City Council meeting, and approval of the Council, such rules and regulations shall be the minimum requirements for installation of new sidewalks or the repair or removal of old sidewalks, whether by individual property owners or by the City.
