905.18 NONENFORCEMENT AND WAIVERS BY CITY.

A Permittee or Franchisee shall not be relieved of its obligation to comply with any of the provisions of this chapter by reason of any failure of the City, including failure to seek, or to enforce, prompt compliance with any condition of a Permit or provision of this chapter. However, the Council may in individual instances and upon a request in writing which establishes hardship, and for good cause shown, waive, by motion, any requirements of this chapter.
