If a Telecommunication or Utility Permit is proposed to, directly or indirectly, be transferred, assigned or disposed of by sale, lease, merger, consolidation or other act of the Permittee, by operation of law or otherwise, the Permittee shall give notice to the Director of the specific identity of the proposed transferee at least thirty days prior to such transfer. No transfer of the Permit shall be approved unless the assignee or transferee has the legal, technical, financial and other requisite qualifications to own a Permit pursuant to this chapter. Any such proposed transfer shall be deemed approved unless Council rejects the proposed transfer within thirty days of receiving such notice.
