All dogs kept in the village shall be registered as to sex and breed of the dog and name and address of the owner. Each owner shall obtain a license for said dog and shall pay a fee of $5 for each dog. It shall be the duty of said owner to cause such license tag to be securely attached around the dog’s neck and kept there at all times during the license period which shall be from January 1 through December 31. Lost tags must be replaced at the cost of $1.
