It shall be unlawful for any person to mix mortar or to deposit or drop the same on any paved street, alley or sidewalk within the village. Whosoever shall wilfully violate the provisions of this section, or who shall fail or neglect to remove within 24 hours any mortar accidentally dropped upon any such paved street, alley, or sidewalk, upon notice from the village, shall be guilty of a violation of this chapter.
