(A) No gravel or any other fill shall be dumped or spread on any village street or alley by anyone other than the village.
(B) Any person making or causing to be made any excavation in any street, alley, or other public place within this village shall without unnecessary delay, cause the same to be refilled, flushed with water, and firmly tamped so that it shall not settle or cave.
