Hereafter, when any such sidewalk shall be ordered laid by the Board of Trustees, a special ordinance shall be passed prescribing in what manner the cost of such improvement shall be paid, which shall be either by general taxation, special taxation, or special assessment, and such ordinance shall conform to the statute prescribing the method of procedure under the manner of payment adopted.
