Whenever any sidewalk is hereafter to be laid upon or along any street or other public place within the corporate limits of the village, the person or persons about to build or lay such walk shall first make application to the President and the Board of Trustees, and shall ascertain the correct grade for such walk, which grade shall be established by ordinance before the construction of such sidewalk and such sidewalk shall then be laid to such grade as established. The President and the Board of Trustees shall establish the grade for all sidewalks, and the same shall conform as nearly as may be to the grades of the streets on which the same are located.
