A license shall be a purely personal privilege, good for the period of one year after issuance, unless sooner revoked. Any such license shall not be transferrable except upon written application to and approval of the Local Liquor Control Commissioner. The fee for such transfer shall be as assessed by the Board of Trustees, shall accompany the transfer application and shall be non-refundable.
