§ 30.12 ORDINANCES.
   (A)   Publication, effect. All ordinances of the village imposing any fine, penalty, imprisonment, or forfeiture, or making any appropriation, shall, within one month after they are passed, be published in accordance with the requirements of the state statutes. No such ordinance shall take effect until ten days after it is so published. All other ordinances, orders, and resolutions shall take effect from and after their passage, unless otherwise provided therein..
   (B)   Passage over veto. In case the President shall veto any ordinance or any part of an ordinance and return the same to the Board, together with his, her, or their objections thereto, the vote by which the same was passed shall be reconsidered by the Board. If, after such reconsideration, two-thirds of all the members elected to the Board of Trustees shall agree to pass the same, it shall go into effect, notwithstanding the President may refuse to approve thereof. The vote to pass the same over the President’s veto shall be taken by yeas and nays, and entered on the journal.
   (C)   Requirement of yeas and nays. The yeas and nays shall be taken upon the passage of all ordinances and on all propositions to create any liability against the village, or for the expenditure or appropriation of its money and in all other cases at the request of any member, which shall be entered on the journal of the proceedings. A concurrence of a majority of all the members elected to the Board of Trustees shall be necessary to the passage of any such ordinance or proposition; provided it shall require three-fourths of all Trustees elected to sell village real estate.
