The terms KENNEL and PET SHOP shall be construed to include any establishment for the raising, training, boarding, or selling of dogs, cats, birds, mice, rats, or other small animals for hire or profit or where more than two dogs and or cats are harbored or kept. Dogs and cats under the age of six months are exempt from the provisions of this subchapter.
