(A) When a village official determines that there has been a violation of this chapter or has grounds to believe that a violation has occurred, the appropriate village official may cause a written notice to be given to the property owner.
(B) The notice shall include:
(1) A description of the real estate sufficient for identification;
(2) A statement of the violation or violations;
(3) A correction order allowing the property owner three days to comply with this chapter; and
(4) A statement advising of the consequences of not complying with the notice.
(C) Such notice shall be deemed to be properly served if a copy thereof is delivered personally; or sent by first-class mail addressed to the last known address. If notice is sent by first-class mail, it shall be deemed delivered four days after mailing.
