It is unlawful for any person to maintain, permit, cause, create, or contribute to in any way an open drain, sewer or cesspool, and it is also unlawful for any person to permit, create, cause, or contribute to any unsightly, nauseous, or unhealthful condition by failing to dispose properly of sewage or refuse, both within the limits of the village and at any point within one mile of the village limits.
