§ 90.21 RUNNING AT-LARGE.
   (A)   It is unlawful for any dog or cat to run at-large in the village. Any dog or cat so running at-large, constitutes a nuisance and shall be impounded or destroyed as provided in § 90.23.
   (B)   It is unlawful for any person to permit any dog or cat owned or harbored by said person or by any member of said person’s family, to run at-large in the village.
   (C)   It is unlawful for any person or persons to permit any dog or cat owned or harbored by a person or by any member of such person’s family to be on any street, alley, or sidewalk or other public place without being held securely on a leash by such person.
