(A) The Police Department and all members thereof assigned to traffic duty, are authorized to remove and tow away or have removed and towed away by a commercial towing service, any car or other vehicle illegally parked in any place where such parked vehicle creates or constitutes a traffic hazard, blocks the use of a fire hydrant or obstructs or may obstruct the movement of any emergency vehicle; or any vehicle which has been parked on any public street or in any other public place for a period of 48 consecutive hours.
(B) The owner of any vehicle towed shall pay all costs of the towing and storage and the village shall have the right to withhold possession from the owner until the owner has paid the towing costs in full as well as the storage costs.
