No connection shall be made within a public sewer or sewer built or owned by the village until there is installed a septic tank approved by the County Health Department. Then, six feet of coarse gravel or small stones shall be used as a filter, which said septic tank and filter shall be placed upon the premises of the person seeking permission to connect with the public sewers, and tile run from said filter to the public sewer and all connections must be cemented and all sewer tile cemented.
