(A) No person, save and except members of the Fire Department or Department of Streets and Public Improvements of the village or officers or employees of the Water Department of the village shall open any hydrant belonging to said Water Department between November 15 and March 1 of any year.
(B) No person, save and except members of the Fire Department or Department of Streets and Public Improvements of the village, or officers or employees of the Water Department acting in the regular performance of their duties shall open any hydrant belonging to the Water Department at any time without a permit in writing signed by the Superintendent of Water and Streets.
