§ 50.31 CONTRACTORS’ SERVICES.
   (A)   When a temporary service is desired by contractors and builders for water to be used on construction work, they shall make application to the Superintendent of Water and Streets and deposit with the Water Department, the sum of an amount as assessed by the Board of Trustees for a swing meter to be used on such services; provided, however, that in lieu of a cash deposit, the application may be signed by three freeholders of the village as sureties who will guarantee payment of such water service charges and the return of the meter in good order.
   (B)   The charges for such water service shall be at the same rate as other services, including minimum monthly charges. No one shall use water that is not measured by a meter furnished by the Water Department.
   (C)   All swing meters shall be returned to the meter room of the Water Department office before November 1 of each year for reading and testing. A penalty of an amount as assessed by the Board of Trustees shall be charged for swing meters that are not returned as above specified.
