Ordinances and resolutions shall be authenticated by the signature of the Presiding Officer and Fiscal Officer of Council of the municipality. A succinct summary of ordinances of a general nature or providing for improvements shall be published as provided by §§ 31.029 and 31.031 before going into operation. No ordinance shall take effect until the expiration of ten days after the first publication of the notice. As soon as a resolution or ordinance is passed and signed, it shall be recorded by the Fiscal Officer in a book furnished by Council for that purpose.
