(A) The principal uses permitted in the Central Business District are:
(1) Banks and other financial institutions;
(2) Establishments selling goods and services at retail and whose operations are conducted entirely within an enclosed building;
(3) Hotels;
(4) Offices;
(5) Restaurants; and
(6) Theaters and other places of amusement conducted entirely within an enclosed building and that are not detrimental to the neighborhood.
(B) Access to parking facilities shall be only from the rear and side alleys.
(C) Conditional uses include residences above ground level.
