In interpreting and applying the provisions of this chapter, they shall be held to the minimum requirements for the promotion of the public health, safety, morals, comfort, and general welfare. It is not intended by this Zoning Code to interfere with, abrogate, or annul any other ordinance, resolution, rules, regulation, or permit previously adopted or issued, and not in conflict with any of the provisions of this Zoning Code relative to the use of buildings, structures, or land, nor is it intended by this Zoning Code to interfere with, abrogate, or annul any easements, covenants, or other agreements between parties; provided, however, that whenever this Zoning Code imposes greater restrictions upon the use of buildings, structures, premises, or land, or upon the height of buildings, or requires greater building lines or larger open spaces, than are imposed or required by any other ordinance, resolution, rule, regulation, permit, easement, covenant, or agreement, the provisions of this Zoning Code shall control.
