Streets in commercial and industrial subdivisions shall be so planned as to minimize conflict between vehicular and pedestrian movement. Such streets shall connect with arterial streets so as to not generate excess traffic on residential streets. The Planning Commission may require marginal access streets in such subdivisions to provide maximum safety and convenience.
