24-4.1   Dogs On Leash
It is unlawful for any person to tether, ride, walk, or otherwise permit, a horse or horses, in any city park, storm detention cell, or in any portion thereof, including the roads, streets, or paths therein, except upon the paths posted as bridle paths or trails.
