§ 870.14 CERTIFICATION OF NEED BY COUNCIL.

No license to operate a in the city shall be issued unless and until Council certifies that the public need for taxicab service requires the additional service to be rendered by the applicant. In deciding this question, the Council shall consider the need of the public for taxicab service, the number of cabs in operation and the anticipated future demands.
