§ 850.13 ENFORCEMENT BY POLICE.
   (a)   Any police officer of the city shall require any person seen peddling or soliciting, and who is not known by such officer to be duly licensed, to produce his or her or license certificate, and such police officer shall enforce this chapter against any person found to be violating the same.
   (b)   When the conduct of any or is so inimical to the public health, safety and general welfare as to constitute a nuisance or give rise to an emergency, the Chief of Police shall have the authority to summarily order the cessation of peddling or soliciting activities and suspend the license pending a hearing on the revocation of the license by City Council.
