SECTION 2902   APPEAL.
An appeal be taken to the Board of Zoning Appeals by any , firm or corporation, or by any officer, department, board or bureau affected by a decision of the .
Such appeal be taken within such time as shall be prescribed by the Board of Zoning Appeals, by filing with the and with the Board of Zoning Appeals, a Notice of Appeal, specifying the grounds thereof. The shall forthwith transmit to the Board of Zoning Appeals all the documents and records pertaining to the action being appealed. An appeal shall stay all proceedings in furtherance of the action appealed from unless the certifies to the Board of Zoning Appeals, after notice of appeal has been filed with the , that by reason of facts stated in the certificate, a stay would, in his or her opinion, cause imminent peril to life or , in which case, the proceedings shall not be stayed otherwise than by a restraining order which be granted by a court of record.
The Board of Zoning Appeals select a and place for the hearing of the appeal and give due notice thereof to the parties and shall render a decision on the appeal without unreasonable delay. Any   appear and testify at the hearing, either in or by duly authorized agent or attorney.
